Downsizing is 1 of the 4 parts of the job, and the coordination fee is separate from the movers, the haulers and the cleaners.
A downsizing move is two jobs at once: setting up the new place, and emptying the old one. Treating them as one arrangement is what keeps it manageable.
What drives a downsizing move is how much is coming, how far it is going, whether the receiving residence has booking rules, and how much has to be dealt with at the property being left.

The constraint is almost always floor plan rather than sentiment. Measuring the new rooms first turns an impossible set of decisions into a smaller and more concrete one, and it means nothing is packed, moved and then found to have nowhere to go.

Essentials are packed so they are findable on the first night rather than buried. At the other end, beds are made, the kitchen is usable and the room is set up before anyone is left in it.
What happens to the rest
Whatever is not coming is sold, donated, recycled or disposed of, and the property left behind is cleared and cleaned as one continuous piece of work.
What a coordination fee is, and what it is not
A coordination fee pays for planning and running the move, and it is separate from the movers, haulers, cleaners and any estate sale company.
